Position Overview

Avantus Federal is looking for an Foreign Military Sales (FMS) Program Analyst to support a customer located in Arlington, VA.  The candidate will be responsible for performing all functional duties independently.  Duties include:

  • Responsible for ensuring costs, schedule and performance requirements of each Foreign Military Sales (FMS) customer are integrated across each line of effort
  • Directs multi-functional/discipline teams for the execution of politically sensitive and complex DoD cooperative agreements for multiple FMS customers
  • Analyzes program requirements, status, budget and schedules
  • Tracks program/project status and schedules; applies policies and procedures for financial planning
  • Performs program management, technical, or business case analyses
  • Collects, completes, organizes and interprets technical data and financial information relating to aircraft acquisition and product programs
  • Assists in the development of contracts and contract modifications required for the acquisition of logistics supportability products
  • Analyzes program requirements, status, budget and schedules
  • Tracks program/project status and schedules; applies policies and procedures for financial planning
  • Performs program management, technical, or business case analyses
  • Collects, completes, organizes and interprets technical data and financial information relating to aircraft acquisition and product programs
  • Assists in the development of contracts and contract modifications required for the acquisition of logistics supportability products
  • Participates as a member of and/or supports the overall PMO
  • Schedule and coordinate meetings, agendas, boards
  • Draft presentations in various formats to present results of analysis

Required Qualifications

  • Active Secret Clearance #AvantusClearedJob
  • Bachelor’s Degree or an Associate’s degree plus four (4) years additional work experience
  • Minimum three (3) years of experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management
  • Minimum two (2) years in support of a Major Defense Acquisition Program (MDAP)
  • Familiarity with Service and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work Requests, Requisitions, Contract Data Requirements List, and DD254 is required
  • Knowledge of Federal Acquisition Regulations
  • Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life-cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook
  • Required to follow the Executive Order 14042 mandate regarding COVID vaccination and client requirements to ensure compliance.
